Is it Child Abuse when, a kid is sleeping in an unfinished basement?

An unfinished basement. where no heat goes cirrculates down there. and sleeps on a bean bag.

Hi, You would think it would be wouldn’t you? However, I worked with DHS for many years in Texas and there were families that I worked with that had circumstances worse than that. As long as the child is warm, has warm clothing etc., and if the bean bag is of sufficient size for the child and the child is not so young that they could smother in the bean bag, say an infant, it is acceptable unless the temperate down there is frigid say under 65 degrees The basement being unfinished would be a problem IF there were tools and equipment down there that the child could get into and get hurt. If there was filth, garbage or any other kind of waste, and the basement was unfit for human habitation, that would be a problem. If the child is. say under the age of 5, it would be questionable if the parents could not hear the child in case of danger, or the child was sick etc.. Really, a worker would have to assess the living conditons to be able to determine a true answer. I cannot give you any more information than this from your question. Hope this helps you! JOSA
